Prince George County, Va. — Virginia State Police are investigating a devastating double-fatal crash that occurred early Tuesday morning along Interstate 295 southbound near the 12-mile marker. Troopers were called to the scene at approximately 6:22 a.m. after receiving reports of a serious collision involving a passenger vehicle and a disabled tractor-trailer.

According to investigators, the tractor-trailer had become disabled and was parked on the right emergency shoulder. The driver, identified as 51-year-old Keith Holloway of Philadelphia, Pa., was cited for failing to use emergency flashers or place emergency warning triangles while stopped. Moments later, a 2014 Toyota Camry traveling southbound at a high rate of speed left the roadway and crashed into the rear of the tractor-trailer.
Both occupants of the Camry — 18-year-old Jeimy Morales and Cristofer Luna Cortez — were tragically pronounced dead at the scene. The impact and intensity of the crash left no opportunity for life-saving measures. Their sudden deaths have left family, friends, and the community in deep shock and mourning.
Virginia State Police say speed is being examined as a contributing factor as they continue to piece together the events leading up to the collision. The area was closed for several hours on Tuesday morning as crash reconstruction teams gathered evidence and worked to determine the cause.
The investigation remains ongoing.
