VANDALIA, ILLINOIS — The community of Vandalia is grieving after authorities confirmed that 14-year-old Kylie Toberman was found deceased on Friday, ending a desperate search that began early that morning. Illinois State Police announced that her step-uncle, 43-year-old Arnold B. Rivera Jr., has been taken into custody and formally charged in connection with her death.
Kylie was reported missing shortly before sunrise, prompting an immediate and widespread search effort. Hours later, investigators located her body, bringing the worst possible news to her family and the hundreds of volunteers and residents who had been hoping for a different outcome. Illinois State Police crime scene units spent much of the evening processing Rivera’s home as part of the ongoing investigation.
According to jail records, Rivera is now charged with first-degree murder, aggravated sexual assault, and concealing a homicidal death. Records also show he previously faced allegations of sexual abuse involving a minor, though that case was dismissed several months after it was filed.
